I *think* I sort of defined it the first time I used it. Let's see...

"nonbinary, genderqueer or solely gender nonconforming (as in not trans* in other respects) people"

Plus the footer:

"* The asterisk at the end of ‘trans*’ denotes that this is the wider inclusive form of trans that includes all transgender, transsexual, nonbinary, genderqueer, gender variant and gender nonconforming people regardless of gender identity or expression."

So in simple terms, someone who doesn't conform to gender roles, such as a crossdresser, femme man or butch woman who doesn't identify as being another aspect of the trans* spectrum, but considers their self expression to be 'trans*' or transgender - see Leslie Feinberg's 'Transgender Warriors' and 'Transgender Liberation' for this wider nebulous inclusive transgender. This kind of inclusive definition is also used by many hate crime or discrimination protection policies as it covers everyone who transgresses gender no matter how they conceptualise and explain themselves.
